New Hampshire: A female between the age of 13 and 17 years and a male between the age of 14 and 17 years can be married only with the permission of their parent (guardian) and a waiver.
A female below the age of 13 and a male below the age of 14 are not allowed to marry under any conditions. If both parties are nonresidents of NH and are below the age of 18 they cannot be married in NH under any conditions.

Parental consent for girls under 16 secures marriage in the U.S. (and elsewhere) in the 20th century, and even if it changes the point is still made that these laws chop and change all the time. They may move the law up to 16 or 18 but it still does not solve the problems of early pregnancy amongst young girls, sexually transmitted diseases amongst young girls and abortion amongst young girls and those feelings they have for the opposite sex and what to do with them.
You cannot point fingers at what took place under wedlock 1400 years ago when similair types of laws exists today.
